1st Lt William Strupczewski (NJWDOST@bigfoot.com) has joined the ES Staff as ES Training officer. He has been a leading force behind the development of the GSAR curriculum, including Basic, Advanced and Tracker. In this post he will be the Commandant of the New Jersey Wing ES Academy.
Summer GSAR Schools
The BIG THREE GSAR schools are scheduled for 5-11 July with an even better plan than ever before. Basic, Advanced and Tracker Schools will begin and end together, but each will have their own curriculum and area. As usual, the Advanced school will travel all over NJ to train in different environments.
Costs are $95 per student to cover meals and course materials, patches, t-shirt and cap. Applcations on NJWESA form 54 or CAPF 31 are due by 30 June.
Unit Training
Sessions of Ground Search for Community Responders have been held at the Picatinny Training Center and Cherry Hill Armory. These courses expose community responders to Civil Air Patrol as expert in SAR, and provide an important community service, as well as assisting in Unit funding.
SAREX
The SAR COMPETITION on 30 May was a great success. The groups competed for trophies in each of the SAR specialties. The overall winner was Group 224 with an outstanding turnout. Ground team awards went to Group 224 with First Place, and Group 225 with second. First Place Air team award went to Group 221 and second to Group 224.
New Jersey Wing once again supported Reserve and National Guard training on 5-7 June with 60 participants providing communications and interactors for a major military training exercise.
Approximately 1800 troops were trained in Nuclear, Biological and Chemical defense methods by the Joint Training Task Force 1. They evacuated CAP members who played the part of American Citizens trapped in a third world country safe zone which suddenly became no longer safe.
CAP members with Spanish fluency and police experience were trained to provide a realistic simulation of the "local police" to the civilian affairs and intelligence forces.
New Jersey Wing has provided this assistance to training of Reserve and Guard training twice a year since November 1994. It provides a valuable enhancement to the safety and control of the exercise, while exposing cadets to real life understanding of the training of our military brothers.
The plan to issue temporary GENES CAPF-101 cards at unit level immediately upon completing training has generally worked well, with a few exceptions:
1) CAPF-100 forms must be forwarded to Wing so that computer records may be updated, and documentation of training may be established. Some units have sent lists, which is not acceptable. We need phone numbers, etc. to complete the records.
2) GENES requires that the member have completed Level I or Curry. Some units have issued cards to cadet basics. DON'T.
3) These cards are only good for 3 months, and must be dated for 3 month expiration.
CAPF-101 Renewals
Although CAPR 50-15 permit renewal of CAPF-101 cards at unit level, the Commander has requested that renewals be processed through Wing HQ. The reason for this is to assure that computer files are kept up to date, to verify that the member has actually met the requirements for renewal. If applications do not follow these procedures, then the computer files will not reflect the renewal, and mission coordinators will not assign missions to these members.
Reinstatement of CAPF-101 Cards
Members who allow their CAPF-101 cards to expire must establish their training credentials according to CURRENT requirements. For example: observers who have not completed the Observer ECI course must complete the course before reinstating their observer rating. Reinstatement of CAPF-101 cards may not be done at unit level.
Training Cards
CAPF-101T cards may be issued only to members who have completed the prerequisite requirements to TRAIN for a specialty.
Members cannot count field training done before meeting the CAPR 50-15 requirements toward qualification. For example: A mission scanner trainee must be 18 years old, complete CAPF 116 part 2, AND complete the mission aircrew course before counting any flying toward qualification. Squadron commanders must not issue 'T cards to members who have not met the prerequisites to train for a job.
